I. Purpose
In order to strengthen the management of hazardous wastes, protect the ecological environment, safeguard human health, and maintain public safety, this system is formulated in accordance with the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes" and other laws and regulations, combined with the actual situation of the company.
II. Scope
1. Hazardous wastes referred to in this system refer to solid, semi-solid and liquid wastes that are listed in the "National Hazardous Waste List" and are identified as toxic, flammable, explosive, corrosive, chemically reactive and infectious according to the national hazardous waste identification standards and identification methods.
2. This system applies to the generation, collection, storage, transportation, transfer, disposal and other business activities and supervision and management activities of hazardous wastes within the administrative area of the company.
III. Hazardous waste management
1. The main person in charge shall implement unified supervision and management of the company's hazardous waste environmental pollution prevention and control work.
2. Hazardous waste management follows the principle of "unified collection, classified disposal, centralized treatment, and elimination of hidden dangers" to achieve the goal of "reduction, resource utilization and harmlessness" of hazardous wastes.
3. The company shall incorporate the pollution prevention and control of hazardous waste into the company's development plan, and organize the construction of collection, storage sites and special facilities that meet environmental protection requirements.
4. Any unit or individual has the right to complain and report the company's unauthorized transfer, disposal of hazardous waste and environmental pollution.
5. The company's Environmental Protection Management Department shall promptly report and register the relevant information of hazardous waste to the local Environmental Protection Bureau, and log in to the Hazardous Waste Dynamic Management Information System at the beginning of each month to report and register hazardous waste.
6. Storage sites should be equipped with environmental protection warning signs in accordance with regulations and be managed by dedicated personnel. Only various hazardous wastes can be piled up in the site, and no other drugs, equipment, etc. are allowed. Hazardous wastes must not be mixed with non-hazardous wastes such as domestic garbage.
7. Before storing hazardous wastes, necessary inspections and weighing should be carried out to ensure that they are consistent with the hazardous wastes scheduled to be received. Hazardous waste packaging containers must be affixed with labels that comply with regulations and registered.
8. Hazardous wastes of different natures must be stored in separate spaces, and sufficient transportation channels must be left. Incompatible hazardous wastes must not be mixed or stored together.
9. Establish a hazardous waste in and out system. The hazardous waste generating department and the hazardous waste storage department shall keep records of hazardous wastes, indicating the name, source, quantity, characteristics and type of packaging container, storage date, storage location, waste out date and name of receiving unit of hazardous wastes, and keep records in ledgers.
10. The records and manifests of hazardous wastes shall be retained for 3 years after the hazardous wastes are retrieved, and the transfer form shall be retained for no less than 5 years.
11. Leachate and leaked materials cleaned up in the site shall be treated as hazardous wastes. After treatment, the gas discharged from the gas outlet of the site shall meet the requirements of the "Air Pollutant Emission Standard" GB16297 and the "Odor Pollutant Emission Standard" GB14554.
12. If the hazardous waste storage site is closed or converted to other uses, a closure plan should be submitted to the Municipal Environmental Protection Bureau in writing in advance, and it can only be implemented after approval. Enterprises must take measures to eliminate pollution when closing or converting to other uses.
13. It is prohibited to collect and store hazardous wastes mixed with other wastes. Those that have been mixed should all be disposed of as hazardous wastes.
14. It is prohibited to dump, pile, bury and discharge hazardous wastes in unauthorized areas. 15. The company shall not provide or entrust hazardous waste to any unit without a business license for collection, storage, transportation and disposal.
